Unsolicited Offer Attestation in Certain Zip Codes-12/29/25

Already in effect, the law prohibits unsolicited offers in certain zip codes, which represent basically, zip codes in the burn areas, such as Altadena, Pacific Palisades, etc. Unsolicited offers occur when Buyer makes a purchase offer when neither the Seller, nor a broker, has made any public advertising such as a For Sale sign, MLS, or other publication/print public marketing/ flyer or social media post.

Also, for any offers made on or after October 10, 2025, the Buyer must sign a notarized document representing that Buyer did not make an unsolicited offer, and this document must be recorded as an attachment to the Deed upon recording.

The zip codes affected are: 90049, 90263, 90265, 90272, 90290, 90402, 91001, 91024, 91103, 91104, 91106, 91107, 91301, 91302, or 91320.

If Buyer violates this law, then Seller has the right, up to 4 months, after the date of execution of the contract, to cancel and unwind the transaction.

This law is repealed on January 1, 2027.
